why is steam telling me that i have a pending transaction on my accou8nt

Nothing in library under all games, even my purchase history is blank for 'view all purchases'. I re-downloaded steam and wanted to download and install my COD games again, however they were no where to be found.

Did a reset which uninstalled all programs and reset all settings. Had to reset my PC last night because I was having some serious issues with Windows 10. When I do my home gaming machine, it says it is in East Brunswick, NJ because I have comcast and that's where they registered their business.I've purchased multiple games on steam in the past, they have always been in my library (mainly COD games). If gives the address that is registered to the university and not anything to do with my actual location. My IP of 141.214.17.224 locates to the ISP, which for this example is 'the university of michigan'. If you go there, it does the geolocation thing. Likewise, when things geolocate you via your public IP, they are really getting information from the company that hosts your internet and not your specific home. If you go to a site like (or other IP specific sites) you will see your public IP and see that it is different than your static IP you set up. Steam is seeing your client having a new public IP address (like if you moved your computer to another house) so it makes you verify that it is you and not someone stealing your account. If you get a new IP, you wont realize it inside your network, but the internet sees it as a different address than you came from. When the lease is up, you can either be assigned a new IP, or re-lease. Your public IP has a lifespan called it's 'lease'. All the computers and devices on my home network get assigned the same public IP and your router knows where to send the data inside your network. This can change as often as your ISP wants.

The public IP is what your router is assigned by your internet provider. A network address that is only unique inside your home. So you computer probably has an IP like 192.168.1.x or 10.0.0.x or something like that.

Your private internet is what you are using when you assign an IP. It's the difference between your private internet and public internet.
